libpqxx-devel for pg12 on c7 (was: Re: cannot install postgis30 /rhel7)

libpqxx-devel doesn't seem to exist for pg12.

I reported this last year for pg11 and previous year for pg10; now, it's
affecting pg12.  Find quoted below our prior communication.
