In what use-case do you see that being a serious limitation? I might support having psql be able to fall-back to checking if the function name is unique (or perhaps doing that first before going on to look at the function arguments) but I don't think this should all be punted to the backend where only 9.3+ would have any real support for a capability which already exists in other places and should be trivially added to these.
