I think my favorite part of this is the sourceforge, which was the predecessor 
to the gforge fork, seems to have solved this problem. Here is the download 
url for phppgadmin:
http://downloads.sourceforge.net/phppgadmin/phpPgAdmin-4.2.2.tar.bz2?download

Side note, +1 for killing pgf , if we're taking votes ;-)
