LC_NUMERIC only controls formatting functions, not raw input; from the manual entry on lc_numeric: Sets the locale to use for formatting numbers, for example with the <function>to_char</function> family of functions. Acceptable values are system-dependent; see <xref linkend="locale"> for more information.
