install error

 
Hi guys,
I tried to install PostgreSql 8 on windows xp. when I connect to the database i get a error message saying "could not connect to server:connection to server refused: (0x00000274D/10061) Is the server running.........?" I tried changing to config file and also I am sure my web service is runnig. I turned off my firwall too. Can someone help with my problem.
