They want:

    BEGIN;
    INSERT
    BEGIN;
    INSERT;
    -- failure
    ROLLBACK;
    INSERT;
    COMMIT;

so if the insert fails, they can continue with their transactions.  They
are kind of hard to do, but we are working on it:
