Your PostgreSQL installa- tion needs to be built with Tcl support for pgaccess to be available. Cygwin PostgreSQL is not configured with Tcl/Tk, which explains why pgaccess is not including in the distribution. Cygwin PostgreSQL is not configured with Tcl/Tk because Cygwin Tcl has "issues."
