It all depends on how much of a learning curve you're prepared to tackle, and the project requirements of course. MS Access will certainly work for lots of things. If you want to branch out, I would suggest Perl/Tk or possibly Python. I use lots of perl, and find it well worth learning because I can use it to write end user applications, web applications, system administration utilities, just about anything short of hardware drivers. Much of that is also true of Python, though Python hasn't been around quite as long and doesn't have as big a user base... yet. Perl, Python, Tcl and other languages can be used to write functions that run inside Postgresql, incidentally, though you may never need that capability. Have fun!
