This is working in progress.  Your best bet is to use cygrunsrv which is
part of Cygwin.  Check out cygrunsrv's README:

    /usr/doc/Cygwin/cygrunsrv.README

since it has a postmaster example.

Note that there is one unresolved issue with cleanly shutting down
postmaster during NT's shutdown.  Please search the PostgreSQL and Cygwin
archives for the details.
