Yep, it is there in tools/RELEASE_CHANGES:* Version numbers    configure.in    doc/src/sgml/version.sgml    bump
interfaceversion numbers    ^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^    update src/interfaces/libpq/libpq.rc    update
/src/include/config.h.win32
