It does work:

 cvs -d :pserver:anoncvs@postgresql.org:/home/projects/pgsql/cvsroot login
(Logging in to anoncvs@postgresql.org)

Perhaps you are suffering from slow DNS response (it is probably not
invalid DNS, seeing that your mail got to the lists at postgresql.org).

At the moment, postgresql.org is 216.126.84.28; try using the IP address
directly.
