I doubt it -- most of the core Cygwin team use Windows 2000.

You need to provide more details than the above if you are going to get
any useful help.  Can you compile something simple like the following:

    int
    main()
    {
    }

with your Cygwin installation?

It really sounds like your Cygwin setup is not quite right.  My
suggestion is to send the output of cygcheck -s -r -v to

    cygwin@sources.redhat.com

You will probably get more help there.
