Debian's work very well, because the Debian repository is centralised under uniform quality control. As a package maintainer, I can allow a package to depend on zlib -- in which case the dependency will be satisfied by any version -- or I can specify a versioned dependency. I might have to provide the correct library myself, if the zlib maintainer didn't want to maintain an old version. At the moment Debian provides zlib1g; if the major version changes, I would expect to see this package remain and a new zlib2 package be created.
