Problem Description:

After compilation psql or other .exe - Files report: postgres.dll not found, This file was not build. I checked the
Makefilein /backend and saw there is no rule for this. 
Another Error:
createdb reports the following:
:not found
:not found
:not found
/usr/local/pgsql/bin/createdb: 41: Syntax error: expecting "in"
