BUG #16073: pg_dump build crashes half way

Repo checkout : REL_10_STABLE
Visual studio : 2019 ( community edition )
MSys 64 bit : v 20190524
gcc : v 9.2.0
configure line : ./configure --host=x86_64-w64-mingw32
--prefix=/c/tmp/postgres
make line : make -C src/bin/pg_dump 
targets build : pg_dump, pg_dumpall and pg_restore
MSys packages updated : pacman -Syu 

The build of pg_dump ends successfully but it crashes when I run it and the
output on the screen for pg_dump stops
