Hm, that's a thought.  I've never been too happy with those boilerplate
sentences, mainly because they are of necessity brief and so don't
really convey all the implications.  "This setting has context foo" is
brief too, but it could be a link to someplace that's more verbose.

If we were starting from scratch I'd want to try to think of some other
word than "context" to use here, but we're probably stuck with that one
because it's what's used in the pg_settings view.
