The version dependency was added with the fix for
https://github.com/dvarrazzo/pgxnclient/issues/8

Daniël van Eeden also created a ticket about this, and Daniele responded
it:

I am thinking of creating a "pgxnclient-python-setuptools" package, and
let pgxnclient depend on it.
