Quoted identifiers are taken verbatim, including case. This is not a bug: it's documented in http://www.postgresql.org/docs/8.1/interactive/sql-syntax.html#SQL-SYNTAX-IDENTIFIERS . Oracle has the same behavior, butuppercase unquoted identfiers.
