The -I and -L switches probably should have not been in that command,
and the -l switch definitely should not have been.  It looks like they
came from here:

> CPPFLAGS=' -I/sas/software/odbc/include'
> LIBS=' -L/sas/software/odbc/lib -lodbc'

Were you setting those variables in configure's environment?  If so,
don't.
