My experience suggests that performance is not a 'general' thing applying to the whole application but in most cases the bad performance will be one query out of a hundred. In my applications I wrap my calls to PostgreSQL so I can log the amount of time each query took (in microseconds). Then when I have a query that takes 10mS, I know I can ignore it and concentrate on the one that takes 20000mS instead.
