Trouble with pg_encoding_to_char

Hi,

I've been developing a program with the postgres jdbc 2 driver, jdk-1.3.0 and
postgres 6.5.

When I start my program up it bombs like so:

Something unusual has occured to cause the driver to fail. Please report
this exception: Exception: java.sql.SQLException: ERROR:  No such
function 'pg_encoding_to_char' with the specified attributes
