pgAdminIII 1.10.3 can't start in Windows Server 2003 Server 64bit

Hi,

         The released binary of gpAdminIII 1.10.3 from http://www.pgadmin.org/ can’t start in 64bit Windows Server 2003 Enterprise, the error message is :

pgadmin3.exe -application error

application initialization error (0xc0150002). click "ok" to exit application.

But pgAdminIII 1.10.1 works and the one (1.10.3) shipped with postgresql8.4.4.1 from enterprisedb works well. Does anyone has the same experience ?
