COPY [ BINARY ] table [ WITH OIDS ]
    TO { 'filename' | stdout }
    [ [USING] DELIMITERS 'delimiter' ]
    [ WITH NULL AS 'null string' ]

Hence

COPY t1 FROM '<filename>' USING DELIMITERS ',';
