I got it!

few among the many ways are

SELECT * FROM .. WHERE CAST(ipaddr::inet as text) ~ '200';
SELECT * FROM .. WHERE text(ipaddr::inet) ~ '200';
SELECT * FROM .. WHERE host(ipaddr::inet) ~ '200';
