That particular setting is a DWORD registry key:

HKEY_LOCAL_MACHINE\System\CurrentControlSet\Control\TimeZoneInformation\
DisableAutoDaylightTimeSet

0 (or non-existant) means the box is checked, 1 when it is cleared.
