From here, I can resolve Elein's domain just fine, but when I tried to
email her to point her at this discussion, I got

According to netstat the connection never got out of SYN_SENT state,
ie, no ACK ever came back. So I concur it's some kind of connectivity
issue at her ISP.
(Interestingly enough, the third retry a few minutes later got through.
So it's also intermittent.)
