Database Service does not start

If i start PGAdminIII and want to open the database, i get the error
could not connect to the server: Connection refused (0x0000274D/10061)
Is the server running on host "127.0.0.1" and accepting TCP/IP connections on port 5432 ?

In the system eventlist for applications i get on systemstart the error entry 2006-09-05 15:20:56 LOG:  logger shutting down

It worked in the past, but something is changed (i dont know) !
